I've noticed a ton of websites with these new popup windows that are extremely annoying. You're browsing a page and out of nowhere a "window" pops into the browser and you have to click it to get it out of the way.
I'm not sure exactly what this is called, but I believe it's some kind of modal layer created with HTML5. Here is an example:

The sample you've provided is pretty legitimate pop-up - you are browsing some website, perusing some info off that web site (for free), and the owner of the site wants to better know you. Nothing to complain about.
That site was just an example. Personally, any popup is annoying. This is the same crap as the "old" days before popup blockers. They're just doing it a new way now. I'm surprised anyone would actually think this kind of thing is OK.
