Can I bletooth any Bluetooth speaker to my tlc Roku tv

If your TV has a bluetooth transmitter built in then you can without any additional hardware. We can't check that since we don't know the model of your TV. The owners manual will tell you if it does and how to use it.
If not then you would need to get a bluetooth transmitter with an input that matches the type of audio output or outputs your TV has. Optical is the most common type. You may need to turn it on. Again the owners manual is your guide.
