Just bought a brand new Toshiba Satellite C70 laptop. The problem I'm having is I can't access the BIOS or anything else.I get the error about No Bootable Device-Insert Boot Disk Press any key...How can I get around this error so I can access my BIOS

Solution
The bootable device error is caused when the BIOS cannot find anything to boot from. This usually means that no OS is installed in the HDD/SSD. To fix this, you will need to purchase a Windows setup CD from Microsoft, or get on a working computer and burn a Linux installation CD. To fix the BIOS problem, you will need to refer to your laptop's manual for instruction on how to enter the BIOS because your laptop has a new type of BIOS, called UEFI, that is different from the legacy BIOS that most people have. According to the internet, you are supposed to hold F2 before boot, but if that doesn't work, you will need to refer to your manual.
