Bottom Laptop screen disoriented.. what to do?

Any suggestions on what could be the problem? The Laptop is old belongs to Toshiba Satellite L300-1AP

It can be one or two problems.
The first one is damage to the lower half of the screen, causing the liquid crystal to leak.
You may be able to buy a new replacement screen for the laptop just google it.

The other problem can often be related to wear and tear on the video lead from the main board of the laptop to the lcd screen.
The lead is normaly passed through to the screen from the laptop via the two opening hinges, over time this causes damage to it.
May I also suggest that you uninstall your video driver as a test and install a newer version, as it may just be a case of a corrupt video driver, so far to say I bet it is an Intel on board graphics chipset.

You are right, It is an on board Intel graphic chip set. Uninstalled and reinstalled the video driver... nothing changed,
