Question Broken laptop screen

i had resetted my laptop before and when it booted up again it just showed up on my tv now i reseted it again and it wont show

It's a Toshiba laptop and when I click enter it's like it goes to a screen where it starts blinking on blinking off and also sometimes when I just click enter when it turns on it just turns off .. Is there anyway to get it back in my tv screen? Can a option be that I can put the hard drive in a different laptop and put the settings to auto connect to tv screen or that won't work? If anyone knows any other way please it would be appreciated
