Hello everyone,
I am looking for a Gaming laptop that runs Windows 8 and can play battlefield 4 on low-medium settings with 60 fps.
I would like the Price range to be around $500-$700

Thank you for your time

Based on the following performance chart you need at least a GT 750m to get 60 FPS in BF4 on low settings. That with resolution set to 1024x768 which 4:3 aspect ratio. If you want to play at 1366x768 which is 16:9 aspect ratio, then you will likely need something a bit more powerful than a GT 750m. Note that the benchmarks are most likely for single player campaign only. Multiplayer will very likely result in lower performance.

More details can be found in the following link for the nVidia GT 750m in the below link. The laptop that was able to achieve 65FPS in BF4 has an Intel Core i7 4702HQ 2.2GHz CPU which is not cheap...

If you need a PC for portability, buy a laptop.
If you need a PC for gaming, build one yourself. Gaming laptops are expensive.
I think a laptop that meets your requirements will be 2-3x more expensive than your budget.
