NVIDIA GeForce 930M (N16S-GM) + Intel HD Graphics 520
SATA 1TB 5400RPM 2.5 HDD
8GB DRAM DDR3L
Can i play gta v and fifa16 with these caracteristics?

Yes, it can run both games at playable settings.

The nVidia 930m is a pretty weak GPU. While it is possible to play those games, you should have pretty low expectations when it comes to playing games. You are basically limited to 1366x768 (or lower) with low graphic quality for the majority of games.

For 699€ its better for games like csgo fifa gta and recent games?
