Buzzing woofer problem

I have a 2.1 audio system, which buzzes as soon as I plug it in, I tried changing locations and rooms but everywhere it makes the buzzing sound. BUT the strange part is when we have a power cut and our power source changes to battery inverter then it does not make the noise. I have noticed it several times.

Seem like you either:
a| Have a grounding issue
or
b| Didn't connect the 3.5mm jack all the way through the port on your audio output port.
