Can a formatted SD card be formatted again to an internal sd card on another device.

Yes and no.

A card, as long as it is good and working correctly, can be used in another device. It can also be reformatted as "Internal" storage for a new device.

However, that said, it cannot do this with the old info that is on it from the prior device. So to use it in the new one would require it be completely erased and starting as a blank card when it is changed over to "Internal" storage. That, of course, is contingent on the new device allowing for it to be converted over into "Internal" storage. Not all devices can.
