Can a powerful gaming laptop or high watts CPU model be given longer life by reducing CPU to .80 Ghz ?

I want power when plugged in, but I can live with low power when I go outside.

Been eyeing the i5-8250u, but worried I won't get enough power when plugged in for heavy tasks.

So thinking of maybe getting i5-7300hg or i7-7700hq

With my laptop now, I can go in power management and reduce maximum CPU to 1% , that equals .80 Ghz and my battery lasts much longer...

Is this a good strategy to use to save battery on powerful notebooks with power hungry CPU while unplugged?

The CPU should already downclock pretty much as low as it can when it has nothing to do. If it doesn't, killing unnecessary background stuff should give you similar battery life without nailing CPU performance to minimum.
