Can an AV receiver damage a graphic card

Just want to eliminate this from the reasons that may have ruined my card (gtx 780), but maybe a hot plugging issue it always took a few secs to adjust to the right resolution, sound was there sometimes other times no,
 
Solution
Sure. You could have had an errant static discharge damage another component, while connection/disconnecting a cable. You can sometimes create a short condition as well when not lining up a cable with the port.

Could have been a defective cable causing the issue as well.
