Trying to find a fine laptop to both work and games , I found this one ( hp 645 ) but I'm not sure if it'll run gta V

Depends on what you have available on your area, for games you want something at least with a 940M video chip for games like GTA V. That will run it on low or medium settings at playable frame rates at 720 resolution. With a budget that low you need to get a used system so no way to point to a specific model.
