yes,in smart phone but you MUST have internet in your SIM card.
Step 1)
turn on your mobile data

Step 2)
turn on Wi-Fi hotspot
*some smart phones without this future

Step 3)
Go to settings> tethering and portable hotspot>portable wifi hotspot> configure

Step 4)
write your network name and password

Step 5)
Go to ps3 network setting and search for your mobile network name and write the password
