Can I record off Kodi without a HD tuner?

Can I record off Kodi without a HD tuner? I am running Kodi on a Windows 10 laptop and want to know if it is possible to use Next PVR to record without connecting it to a tuner of any kind? I am not looking specifically to record Live TV, just streaming videos from the Exodus add-on.

A tuner is for TV, you simply want to record a video stream, so Google "kodi record stream."
