hi I have laptop with 1.7GHZ and with 8gb ram NVidia GeForce gt 740m 2gb and intel hd graphics 4400 can I run gta 5

If you can tell us what processor it is we can probably give you an idea. Based on the current info you provided, I would say no.

Minimum requirements are:
Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz.
Memory: 4GB.
Video Card: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, *11)

Your GPU meets the minimum requirements, however your processor might not. If it's a quad-core i5 or i7 running at 1.7GHz then you might be able to run it.

Its will be barely playable, to play the game decently you will need a i5 quad core 3.0GHZ, 8GB of RAM, a GTX 750 for low -medium at 1080p or get a GTX 970 for high-mild ultra at 1080p to get frame rates at around 50-60. You will also need a decent PSU to power all of this.

GTA 5 is very very demanding, your computer can not handle current gen games at all.
