Can I use a Targus pa350 for my 20volt 6 amp laptop?

theoretically yes, practically, I'm not sure how you will set it to the input levels your laptop requires

it says that VDC is determined by the tip that is attached to it, so possibly you're ok in this department. Current says it's configurable between 1.5-4amp. and it's max 85w rated, so if your laptop overdraws that or 4 amp isn't enough then it most likely won't be a good solution.
