You may be OK, although I wouldn't recommend much higher than medium settings. You may see some "stutter" in areas, especially when driving in-game, as the game's "optimization" (such as it is) prefers physical quad-cores over HT cores, plus 4GB is kind of borderline for it.

Just make sure your version of Windows is a 64-bit version; 32-bit won't run it at all.

Can you specify which core i3?
And the Radeon hd 8670 or the Intel hd graphics 4000 runs at very low clock speeds and they are ddr3 vram
Most gpus today have gddr5 vram type which enable faster clock speeds and better performance
Also yeah 4gb ram is too little
Your can run gta v but not at a enjoyable fps
