Question Can my old laptop run 4k video clips?

My 11 year old Toshiba Satellite L750 -201 has always done everything I asked of it ... everything that is until I bought a 4k dashcam. Playback is jerky / buffering etc despite me spending several hours updating drivers and playing with the settings in VLC. I did get one error message "can't update Intel (R) display" ? Does anyone know if it can be made to work or is it time to retire it? Many thanks.
