Question Can only ping when USB tethering is enabled

I have an Huawei P3 on which I have installed Octo4a. I have not set it up with my google or Huawei account. It was factory reset and the the APK downloaded and installed mannually. Developer mode is enabled.

The IP appears in my router and I have assigned it a fix IP using MAC reservation.

I can only ping or browse to the OctoPrint page if the phone is tethered via USB to my computer; not when only connected via Wifi. It is almost as if there is some sort of firewall blocking it when the USB tether is removed. What might be causing this?

I have worked out that this only happens when I am on my Unifi network so this has nothing to do with the Android device.
