Can someone tell me a way to fine tune my ALL AMD PC?

I can't seem to run any designing software properly! Especially Sketchup 201X (any)!
My PC seems to use only a max of 1.1/8.0GB only. and sometimes the entire system goes under-clocked!
The software slows down even after following all the basic steps to reduce graphics, memory, and visual settings in the softwares!
While gaming has never been an issue, I have noticed consistent frame drops!
PC configs:
Ryzen 5 2600
MSI Armor II RX 579 8GB OC
AORUS B450M
Corsair vengeance LPX C16 16GB (8x2) 2400mhz
Coolermaster Masterliquid Lite 120
Corsair cx500
2TB HDD & 240GB SSD
And I have no idea how to post pictures in this forum ( or any - first time)
