I would not buy that, it's very low end, and locks programs to only those from the Microsoft store. For that cheap, a used laptop with a Ryzen 3 CPU would be good. 128 GB of storage is pretty low also unless that is the only thing you install on the system, with Windows, space for updates and SIMS that is about all the storage space used up there.
