To expand on what COLGeek said, you can add a USB tuner to pretty much any working laptop (or desktop, for that matter), for less than $50.
Search sites like NewEgg.com for USB Tuner and you'll find what you're looking for.
If you just wanted to re-use the screen from a non-working (or very ancient) laptop, that's quite a bit harder, since they just aren't setup to do that... It's a process that involves knowing exactly what kind of connector your screen is using to connect to the motherboard of the laptop, then getting a board (e-bay, usually) to allow you to provide a signal that you can provide via a tuner box... In the end, you're likely better off getting an inexpensive monitor to do the same.
