Can you access the BIOS on smartphones?

On smartphones, is there anything that is, or is equivalent to, the BI/OS, or Basic Input/Output System?

I am not sure what you would do with BIOS on a smartphone, but if you could specify which phone is it you have it could be easier to answer.

iPhone doesn't have any on-device equal.
Android phones have Recovery mode where you can access some features. Once rooted the features available are increased.
