cannot log in to my laptop

my dell inspiron 6400 with XP laptop loads to password screen but i cant type anything like its frozen

Hi,

There's very few things you can do about that concern. Try loading the laptop into Safe Mode and see if the same problem will persist or not.
- While the laptop is booting up repeatedly press on F8 until it loads Advanced Boot Options then select Safe Mode.
- Once in Safe Mode, do try logging in again and see if the same problem will persist or not.

If it will not let you login in Safe Mode as well please do contact Dell first for more troubleshooting guides.
