Can't backspace chunks of text

I have been using 2013 for a year. Now, all of the sudden, I can't move chunks of text up. For example, if I want to reformat a document and have space above a paragraph that I want to delete (thus moving the paragraph below UP), it doesn't work. It also doesn't work to put the cursor before the first line of the paragraph and hit backspace.

I figured it out! I had the review function set up where it would not let me change spacing between paragraphs!
