Can't delete file/folder

I can't delete a file because Windows says it is not there. I tried deleting the folder but Windows says the directory is not empty. I tried doing it through PowerShell, but it says the same thing.

I'm trying to remove a folder with a file by the name of vistape.wim. I looked it up to make sure it's not a system file. How can I delete it?

I did restart, but the folder and file are still there.

Are you running vista PE?
what is the the vistape.wim file in the vistape.iso do.
my guess is that it contains what becomes the X: driver when the iso is booted.
could i use the contents of this wim file to build vista system on a hard drive?
