can't down load flashplayer

I am trying my hardest to down load flash player it will only go part of the way "Help:

Are you trying to install Flash Player in Internet Explorer or with Google Chrome?
- First uninstall or delete all traces of Adobe Flash Player in your PC and reboot your PC.
- Next is to reset Internet Explorer and Google Chrome first. (Depending which one you're using)

- Once done try to install Adobe Flash Player again.

- Here's the download link for Chrome: https://get.adobe.com/flashplayer/?fpchrome
- Once installed do test it again.
