cant get into playstore

I can't get into playstore on a samsumg s4 using wifi (no data plan). I dont understand it. I can use the wifi (mostly) but no playstore to be able to download aps and use this old phone as a music/podcast player. Can anyone help?

Might help if you could tell us what exactly is preventing you from accessing the Play Store. Are any error messages coming up?
