Can't load YouTube videos on one computer

For the past week when I try to use YouTube every video wont load or play very slow at 144p no matter what browser. My internet is fine as i get 28 mbps down and 4.5 up. Also other streaming services such as Twitch or daily motion run fine. This problem is only happening on this one computer, every other device in my home works fine. I think it is a problem with my computer as i recently tried using my brother's phone's hotspot to connect to but still videos wont load.

Things that i have tried to do to fix it:
Changing browser
Changing internet
Changing DNS
Clearing Browser Cache
Restarting Router, Computer, Wifi Card
Trying Safe Mode
Turning Off Firewall

I have, I Tried Using Internet Explorer and edge, Firefox, and steam in game browser,

is there another one i should try?

Did you login to your google account on youtube? might be a settings

Try using "mini tube". 30 day demo program. If it doesn't work then delete it. Works wonders on my old p4 system and plays videos smoothly.

I had a problem like that and it was my graphics card drivers that were obsolete

My sister's laptop and the same problem, if you windows reinstall (Windows SETUP) then it will be everything okay.

this worked for me:

• 
  ■ Turn on hotspot from a device which the site can load from.
  ■ Connect the problematic computer to the hotspot.
  ■ Load youtube on the computer.
  ■ Now connect the computer back to the usual wifi. Try surfing the opened youtube.
