Cant use mobile tethering on a LG Phoenix 4

I recently bought a LG Phoenix 4 and I cant get the hotspot to work . It shows that my device is hooked up but there isn't any internet connection. I can take my SIM card out and put it into another phone and that hotspot works just fine. Please help

How do you tether? Bluetooth or wifi?

Which android version is on it?

Sounds like the first phone doesn't have access to mobile data and the second one does. Where does Tethering come into this?
