Charge light blinking and laptop doesn't start up

I plug my charger into a plug and it works and the light is stable but when I connect it to my laptop it starts blinking repeatedly and laptop doesn't work when I try to start it.
I have tried removing and adding the battery and trying different plugs but still I get nothing and this charger was just recently bought
So can you please help me?

If the charger is not the brand of the laptop, and was/is after market, that could be your problem. However, it is also possible that the battery is in need of replacing as well.
