Put together a list for a cheap computer. Want to learn to build computers and did not want to go above 200 dollars. Anyone have a better list for a pc ? I just need to it turn on then I can run Ubuntu or something. APU is not preffered, as I need to learn to where the GPU does.

I would say spend a little more and build something you will actually be able to use and upgrade later. The integrated graphics of the i3 will allow for some gaming at low resolution and settings.

I still need to purchase a HDMI to HDMI cable and a anti-static wrist strap correct? And if so, what else do I need to purchase for this? (excluding monitor).

For 'practice', buy a couple of pawnhop or Salvation Army store boxes.
Take them apart, put it back together so it works.

Unless you really want to use this system later.

The wrist strap isn't absolutely necessary, I've never used one, but I am careful to work on a non conductive surface. You must install the PSU first and plug it in so that it's grounded. Then touch the case frequently and before picking up components to discharge any static. If your monitor didn't come with and HDMI cable, you will need one. Everything else you should need will come with the case and motherboard. For tools, all you need is a Philips screwdriver.
