Cheap PC or Laptop That Can Play Most Games (Like Goat Simulator or Insurgency) at High Settings

I'd like a PC or Laptop that can play most games (like the ones above) at high settings. My PC now can't even play Half-Life 1 at high settings, so I thought I'd look for a cheap PC or Laptop that could run these games fast.

1. My price range is $800 - Less

2. If it is a laptop I don't care how big or small the screen is.

That's all I ask, really. If someone could find me a PC or Laptop (I've been looking day and night for 3 days straight and I could not find anything) I'd be very thankful.
