OR

6 GB DDR3 1600MHz

I know that they have almost the same specs but which is better the Toshiba or the Dell? Thank you!

The only real difference is the RAM speed (which is only just above negligible performance wise) and the amount of storage.

Based just on this, the Dell.
Though you might want to read some reviews on them. There are probably other things like screen size/resolution, build quality, battery life and such which will be the deciding factor.
