Clear rom on my alcatel

I'm being blocked from downloading apps because my ROM is full so how do I clear it.

You could add a SdCard and transfer all your music and photographs over to that storage device. In Settings>More>Application Manager, uninstall anything you don't need. Clear the caché in each separate App then clear all the other files out. Tap Force Stop then Uninstall.
