I'd suggest removing the TV tuner card from the computer, and then loading the Last Known Good Configuration, as mentioned in the following URL:

The new card has obviously caused some kind of IRQ conflict. Did you check to see if the card is compatible with Windows XP, or to install the card with the latest drivers from the manufacturer? You may also need to choose a different PCI slot when installing the card.
Afterwards, if you can access the GUI, and the drivers for these devices are still unable to load, try loading a System Restore Point that predated the TV tuner card installation (if this feature has been enabled):
Start/Programs/Accessories/System Tools/System Restore.
If you cannot load Windows to reach this feature, try starting the computer in Safe Mode.
If all else fails, uninstall each non-functional device in the Device Manager, reboot, and see if Windows can redetect the devices and load the drivers.
