Computer won't boot, fans going insane.

So my laptop won't boot up. I haven't fiddled with anything, thrown it or intentionally harmed it in any way. When I press the power button, it lights up, the screen stays black, the caps lock key flashes and the fans start spinning rapidly. This has happened before, and I sent it in for repairs. When I got it back, the repair place said that it worked fine when they had it, and up until today, it has been functioning normally. Please help?

Things to try are.
Remove power lead battery do a hard reset hold power button down for 30 sec plus? That don't work, remove one stick of ram re try boot, swap with other stick try again to boot in case faulty ram module? That don't work try removing CMOS battery usually under ram but check your laptop make/modal
