Connecting headphones to TV optical audio out

I'm trying to connect headphones to my TV at home. I found some info on this page http://www.soundsupport.biz/2011/11/27/how-to-connect-headphones-to-a-tv-with-only-digital-audio-connectors/

My TV has optical audio out with a toslink port. I purchased a toslink cable, a digital to analog audio converter, and a 3.5mm to RCA y cable. I connected the converter to my TV with the toslink cable, and connected headphones to the convert through the RCA to 3.5mm cable. However, all the get is very loud static. I tried changing audio/speaker settings on my TV but it static does not go away. Does anyone know what the issue could be?

The DAC you bought is for 2 channel pcm only so if your TV output can't be set to that you need one like this

but neither one has enough power to drive headphones without a headphone amp. No volume control either so you would be stuck with whatever volume you got.
If you can pick up a used surround sound receiver that is probably the cheapest solution since an old one would work fine for you but not for most people doing surround sound.
