Solved! Couple of questions about gofundme

1. Is it legal to start to start a gofundme for a person who does not know about it?
2. Can i start a gofundme from a country that is not on the gofundme supported list but the person i am doing it for is in supported country?
3. Is it legal to start that gofundme underaged?
