Question CPU stuck at minimum frequency and throttles under load with low temps

I have a HP Spectre x360 13-Inch (2018) and recently I have been having some frequency issues with my CPU. Originally, it was stuck at .6 GHZ and would not budge under load. This happens everytime after boot-up and can be alleviated after putting the laptop to sleep. Yet, even when the CPU appears to performing normally, it still goes down to 1 GHZ when I do anything relatively intensive.

My temps do not go above 60, so I do not think it should be thermal throttling. But, it appears as if it is. I have tried manually maxing the CPU through throttlestop and setting its minimum frequency to the max with power plan settings. Both were to no avail. I booted into linux through a USB and it does not get stuck at the minimum frequency, but it still heavily throttles under load.
