Cpu throttling on laptop even after replacing thermal paste and using a cooling pad (ASUS R556uqk)

My specs:
ASUS R556uqk
i5 7th gen 2.5GHz
8GB RAM
Nvidia 940mx
windows 10

I have been getting cpu throttling for about 2 months now. Earlier it was just for gaming but now even watching a video on youtube causes system to get laggy every 15 minutes. Cleaning and changing thermal paste had almost no effect. I tried a cooling pad but it didnt have much effect either. If I want to play anything, I have to underclock the cpu to about 70% using throttlestop, and to 80% for general browsing.

I would really appreciate any kind of help or advice.
 
Solution
I usually look for crap blocking the fins on the heatsink/fan and if that fails I get a new CPU cooler because they do slowly fail if the heatpipes weren't sealed perfectly. It does happen.
