I want to create my own tv music channel and broadcast to the world. Which cloud tv playout I can do this and how I work to privacy policies and legal conditions? I await reply.

If you need to ask this in an internet forum you are not equipped to do this. It takes a full on company with enough money for lawyers, developers, DRM experts, contacts and licenses with media companies, etc... to start a TV channel.
