Can a ite power supply 14 volt charge a 10. 8 battery?

You would fry the supply and possibly damage the battery, don't attempt it. A 10.8V to 11.1V battery normally has a charger than ranges from 18 to 20 volts depending on the number of cells and amps used.

List the make and model for the laptop and I can point you to a decent power supply at a cheap price.
