Dell Inspirion 1526 will not Boot

the power button has no light but the third button from the left next to the charge light flashes 4 times amber then once blue then repeats. any ideas about what this code is.? thank you

Thank you for the information. very useful, I am getting the exact opposite of the second image. I am also finding a lot of information that seems to indicate that I need to change the CMOS battery. I am wondering if you think that would be helpful. It seems to require almost complete dis-assembly of the computer, I am comfortable with that. Thank you again for the information.
