Question Dell Inspiron 13 7000 - Bad Power Rail

I've got a Dell Inspiron 13 7000 2-in-1 that is not powering on. On the front edge of the laptop, I see a blink code: 3 amber, 5 white. This code appears whether or not the power supply is attached. Per the service manual, there is no definition for this blink code, but I was able to find a reference that this is a Power Rail Failure in other Dell models.

First, I'm looking for confirmation that my interpretation of the code is correct, if anyone knows.

Second, I'd like to know what might be causing the issue in this laptop. I was thinking the battery, but I really don't want to buy one if it's something else. It also seems possible (likely?) that this is a power regulator issue, which probably means a system board.

Any thoughts are appreciated!
