Dell inspiron 13 7000 Browser Issue

I can get browsers to display pages when I hotspot my phone and and connect the laptop WiFi to that, but browsers will not display webpages otherwise.

HELP?????

What your are saying kind of doesn't make sense. It says that you can get websites to load for you when connected to your phone's hotspot via WiFi, but then you say pages don't show up. It can't be both. Please explain a little more clearly.
