dell latitude d610 won't power up could it be a bad jack? or a problem with the hard drive?

won't power up could it be a bad jack? or a problem with the hard drive?
I got a cheap battery off of amazon Im sending it back, another thing I was thinking is I don't have the original charger but I used this charger on this dell and it seemed to have worked fine... could it be the cord?

Hi, what are the signs of life from your laptop? The power light is it lit, do you hear the HDD booting. The adapter must have 19.5v and the amperage should be 3.34A or higher. You can verify the adapter with a multimeter if you got one, the voltage should be 19.5V.
