Solved! Different RAM speed than stated on the box

I recently bought new RAM sticks ( DDR4 PC3200 2x16GB CL16 3200MHz ), but now I see in HWiNFO that my clock speeds are sitting at ~1070 and HWiNFO calls them "DDR4-2133 / PC4-17000"
My BIOS also says 2133MHz.

I have not indulged in any overclocking.

I find it weird that the box claims it is 3200MHz, but HWiNFO and BIOS says otherwise
Have I been scammed?
 
2133 are jedec spec. 3200mhz is xmp profile

is show as 1070 because ddr mean double data rate. 1070x2 is about 2133
 
Solution
As rgd1101 suggested, you may be able to set your memory to its rated speed in your BIOS settings. What is the make/model of your motherboard or system you are using?
