Does AMD switchable graphics completely turn off the dGPU when not in use?

I have a y40 and hwinfo shows the graphics card to be running even when im on the desktop or on the battery saving power plan.

The dGPU cannot be completely turned off when not in use. Since it is connected to the motherboard it can still draw a little bit of power when the iGPU is used.
