Does stream recording software exist that will automatically pause when "loading" screen appears?

I have very slow dsl service (0.7mbps). It is the only internet connection available where I live.
When streaming (Hulu, Amazon video, etc) over the internet I often get the dreaded "loading" pause during buffering. No surprise since the connection is so slow. I'm looking for software or hardware (dvr?) that can record this incoming stream and automatically pause when the "loading" screen appears. Then when I playback the recording it would be continuous, without the pauses. Does such a tool exist?
